SE: A legal entity has no own staff but operates with staff hired and made available by other organisations (hospitals) through bilateral agreements. Is it possible for this legal entity to be involved in a Staff Exchanges project as a beneficiary if all the hospitals hiring the staff are involved as Associated Partners linked to this legal entity in the project?

Please note that the Financial Regulation 2018/1046 requires that beneficiaries must have the technical and financial resources needed to carry out their projects (‘operational and financial capacity’).

Therefore, in case the beneficiary has no staff of its own and only relies on the staff provided by the linked Associated Partners, then the hospitals should become beneficiaries instead, and the beneficiary should become linked Associated Partner, for the use of their premises for the incoming secondments.
