SE: If organisations from other third countries are not applying for any funding and do not have any budgets, should they be marked as associated partners in the Staff Exchanges application?

Yes – if partners from other third countries (not in the List of Participating Countries in Horizon Europe) have a role to play in the project, it is beneficial to have them included in the List of Participants in Part A, with 0 person-months and 0 budget allocated. Applicants will receive a warning from the system, but this will not block the application. Organisations from other third countries should be included in Part B as well. It is recommended to have them included in the proposal so that later there are no issues at the time of Grant Agreement Preparation (or project implementation).
