PF: When a proposal is inadmissible or ineligible and is not evaluated at all, is it then not subject to the resubmission rule?

In either inadmissible or ineligible cases, the proposal is not regarded as a resubmission.

The project will improve MSCA support services through targeted tools, training, and resources, ensuring consistency across Europe and beyond.
