COFUND: Would an SSH COFUND application be viewed as a competitive one with funding ratio 70% EU contribution and 30% own resources?

All proposals with a significantly higher co-funding rate by the EU can be successful. This applies throughout science disciplines. It is the quality of the proposal which defines the evaluation and “best value for money” is not an issue.
