In the MSCA Postdoctoral Fellowships Application form (Part B - Page 4 of 17) it is written that "Text elements other than the body text, such as headers, foot/end notes, captions, formulas, etc. may deviate, but must be legible and not be less than 8 points".
Applicants can use end notes as well as footnotes.
