The negotiation and signature of a Consortium Agreement between the partners (at least between the beneficiaries but ideally also with the Associated Partners) of a Doctoral Networks project is a contractual obligation mentioned in the Grant Agreement (Data Sheet Point 1 & Article 7 of the Model Grant Agreement for Unit Costs).
It is specified on p. 39 of the draft Annotated Grant Agreement that the Consortium Agreement “should be signed before the action starts”.
In any case, the Consortium Agreement should not be listed as a deliverable in the project proposal. It is an agreement between the partners of a project. The European Commission can be informed whether there is a signed Consortium Agreement. If listed as a deliverable in the project proposal, the European Commission will request a copy of the signed document.
