PF/ DN: Can a researcher ask for family allowance in case they have a 100% disabled sibling that needs assistance but who is not completely alone as they have a partner?

There has to be a legal obligation - the example is marriage or marriage-like, or dependent children. Since the researcher is not responsible for their disabled sibling they cannot qualify for family allowance, especially if the sibling has a partner.
